Abstract
Travel time reliability is an emerging evaluation measure for highway network service. This chapter focuses on travel time reliability indices for a highway network, and compares several previously and newly proposed indices for both highway users and operators. This study requires a comparison study of travel time reliability between two existing routes and a newly opened route. Then since this comparative study requires travel time variation, the Multi-Hierarchical Stochastic (MHS) model for estimating travel time variation under uncertainty in demand and service is developed. Travel time reliability indices, including previously proposed indices, are calculated on the basis of the Cumulative Distribution Function (CDF). The results of a comparative study of 12 indices suggests that the combination of average travel time and an appropriate travel time reliability index are very important for both users and operators for reliably assessing the true route travel time.
