Abstract
I shall begin with an example that was seared in my mind when I was 13 years old. Franklin Roosevelt had just taken office. In the campaign he had advocated conservative practices. By the time he was inaugurated he realized that he was facing an economic catastrophe. One of his first acts was to close all banks because they did not have adequate reserves to pay their depositors who already were withdrawing their money.
