Abstract
Efficient water use is critical to the economic well-being of many regions and countries around the world. In many cases, technical approaches to expanding water resources are not economically or politically viable. Increasingly, policy makers and water managers are looking to institutional innovation, in general, and water markets, in particular, as a means to achieve economic and environmental goals.
