Abstract

One of the most notable stories in adopting strong, sweeping, and ambitious climate change mitigation policy in the United States is California’s AB32, the Global Warming Solutions Act of 2006 (Guido, Cayan, Luers, Mahemann and Croes, 2008; Farrell & Hanemann, 2009). Enacted by a Democratic legislature and signed by a Republican governor, AB32 is exceptional in its comprehensiveness, goal setting, and bi-partisan support.
