Zusammenfassung
Reurbanisierung ist – wie Konzeption und Einleitung dieses Buches zeigen – ein vielschichtiger Begriff, der zahlreiche Prozesse umfasst und daher aus unterschiedlichen Perspektiven untersucht werden kann. Zentral für den vorliegenden Beitrag ist die Annahme, dass die Entwicklung von Städten nicht eine sich wiederholende Abfolge von Stadtentwicklungsphasen ist, sondern Städte sich ständig neu konstituieren. Das Präfix „Re“ bedeutet somit zwar auch Wieder- oder Rückkehr des Städtischen, impliziert aber vor allem etwas Neues und Anderes, das so – in derartiger Konstellation – ungewohnt prägend ist: nämlich den Begründungszusammenhang von Stadtentwicklung und Globalisierung. Im vorliegenden Beitrag wird Reurbanisierung demnach als aktueller Aufwertungsprozess der Innenstädte bzw. der innenstadtnahen Viertel verstanden, der zu einem deutlichen Imagegewinn der zentralen Bereiche der Stadt – und häufig auch der Stadt insgesamt – führt. Dieser Prozess kann sich in einem Bevölkerungsanstieg in der Kernstadt ausdrücken, umfasst vor allem aber bauliche Aufwertungsprozesse wie Brach- oder Gewerbeflächenrecycling, Revitalisierung der Hafenfronten, Errichtung prestigeträchtiger Flagship-Objekte und hochwertiger Apartmentkomplexe, Ausdehnung der zentralen Einkaufsbereiche sowie die vielfältigen Formen der Gentrifizierung. Zugleich ist damit eine deutliche soziale und ökonomische Veränderung der innerstädtischen Bereiche verbunden. Die These des vorliegenden Ansatzes ist es aufzuzeigen, dass diese Entwicklungen eng mit Globalisierung verknüpft sind: Globalisierung erscheint als entscheidender Motor für aktuelle Stadtentwicklungsprozesse, speziell der Reurbanisierung. Insbesondere die Ausbildung von Global Cities und das allgemeine Streben nach globalem Rang und Aufmerksamkeit haben dazu geführt, dass Städte sich ein neues An- und Aussehen verschaffen und Reurbanisierungsprozesse intensivieren. Die Global City-Perspektive erscheint daher sinnvoll, um den Prozess der Reurbanisierung genauer zu erklären und zu analysieren.
