About this book

This is the first book designed to help planners, municipal staff and officials, citizens and others working at local levels to develop Climate Action Plans. CAPs are strategic plans that establish policies and programs for mitigating a community's greenhouse gas (GHGs) emissions. They typically focus on transportation, energy use, and solid waste. CAPs are usually based on GHG emissions inventories, which identify the sources of emissions from the community and quantify amounts. CAPs may also address adaptation-how the community will respond to the local impacts of climate change, such as increased flooding, extended drought, or sea level rise.

With examples drawn from actual plans, Local Climate Action Planning guides preparers of CAPs through the entire plan development process, identifying the key considerations and choices that must be made in order to assure that a plan is both workable and effective.

Dr. Boswell is an Associate Professor in City & Regional Planning at California Polytechnic State University, San Luis Obispo. He specializes in climate action planning, hazard mitigation, environmental planning, sustainability, and planning theory.

Adrienne I. Greve, Ph.D.

Dr. Greve is an Assistant Professor in City & Regional Planning at California Polytechnic State University, San Luis Obispo. She specializes in climate action planning, urban ecology, and urban hydrology and stormwater management.

Tammy L. Seale, M.S.P.

Ms. Seale is the Climate and Energy Services Manager for PMC, a planning consulting firm based in California. Ms. Seale offers her municipal agency clients more than 15 years of experience in managing and preparing comprehensive planning documents, specifically in the areas of sustainability, climate action planning, and conservation planning. Ms. Seale's recent work has focused on assisting cities and counties in California with the development and implementation of climate action planning programs. Ms. Seale is currently managing the preparation of Climate Action Plans, General Plan Element updates, and numerous baseline greenhouse gas emissions inventories. Ms. Seale's planning experience prior to joining PMC included local and state-level environmental and land use planning.
