Zusammenfassung
Die jüngste Identitätsforschung hat einerseits einen reichhaltigen Forschungsstand und neue Erklärungsansätze für außenpolitisches Handeln generiert. Andererseits hat dies jedoch ebenso zu einer begrifflichen und methodischen „Anarchie“ geführt. Der vorliegende Beitrag versucht daher eine mögliche Form der Identität (sicherheitspolitische Identität) konzeptionell zu erfassen, indem konkrete Forschungskategorien aufgestellt und empirisch auf die deutsch-amerikanischen Sicherheitsbeziehungen angewendet werden. Ziel des vorliegenden Beitrags ist es, das Identitätskonzept punktuell für die empirische Verwendung zu schärfen.
Abstract
Contemporary identity research has generated a rich state of the art and produced new approaches to explain foreign policy action. However, this development has also led to a conceptual and methodological „anarchy“. This article thus attempts to conceptualize one possible type of identity (security identity). This is done in two steps. First, I will develop three research categories for security identity. Second, I will empirically apply these categories using the case of the German-American security relationship. The goal of this article is to refine the concept of identity in order to facilitate its empirical usage.

Die Begriffe Staat und Nation bzw. staatliche und nationale Identität werden im Folgenden zusammenfallend verwendet, da der Nationalstaat über seine Organisationsform Zugehörige und Nicht-Zugehörige definiert: „Aus eben diesem Grund sucht der Nationalismus den Staat. Aus diesem Grund erzeugt der Staat den Nationalismus. Aus diesem Grund ist der Nationalismus ohne Staat während der Dauer der Moderne […] ebenso unvollständig […] gewesen wie der Staat ohne Nationalismus – bis zu dem Punkt, dass der eine ohne den anderen kaum begreifbar war“ (Bauman 1995, S. 86).
So erklärte Bundeskanzlerin Angela Merkel auf der 43. Münchener Sicherheitskonferenz: „Ich glaube, globale Krisen in globaler Verantwortung anzunehmen, das verlangt ein neues, umfassendes Verständnis von Sicherheit“ (Merkel 2007).
In der jüngsten Nationalen Sicherheitsstrategie der USA wird diese Option erneut bekräftigt: „The United States must reserve the right to act unilaterally if necessary to defend our nation and our interests“ (The White House 2010, S. 22).
So erklärten im März 2003 71 % der Befragten, dass die Anwendung militärischer Gewalt im Irak die richtige Entscheidung sei (Keeter 2007).
Auf der 43. Münchener Sicherheitskonferenz 2007 erklärte Bundeskanzlerin Angela Merkel: „Aus meiner Sicht sind die Vereinten Nationen der Ort, an dem Legitimation für globale Verantwortung geschaffen werden kann“ (Merkel 2007).
„Ich will hier nicht einer ‚zivilen NATO‘ das Wort reden. Aber ich will sehr wohl von dem Selbstverständnis der NATO als Teil eines zivil-militärischen Gesamtprofils reden. Das ist für mich die Rolle der NATO im 21. Jahrhundert“ (Merkel 2007).
