Zusammenfassung

Parlamentarische Debatten richten sich zwar an die Öffentlichkeit, werden von dieser aber fast ausschließlich in stark gekürzter Form über die Massenmedien wahrgenommen. Dies wirft erstens die Frage auf, nach welchen Kriterien Journalisten entscheiden, welche Argumente aus den Debatten sie in der Berichterstattung aufgreifen. Zweitens stellt sich die Frage, ob die Redner zunehmend auf solche Kommunikationsstrategien setzen, die ihnen eine hohe Medienpräsenz versprechen. Im vorliegenden Beitrag werden beide Fragen mit Hilfe einer Inhaltsanalyse der Generaldebatten im deutschen Bundestag zwischen 2000 und 2010 und der Berichterstattung über die Debatten in neun Print- und Online-Medien beantwortet. Die Befunde zeigen, dass Journalisten überproportional Aussagen auswählen, die Nachrichtenfaktoren – vor allem Negativität – enthalten. Persuasive Stilmittel haben dagegen kaum einen Effekt. Eine Anpassung des Kommunikationsverhaltens an die Medienlogik lässt sich vor allem für die Oppositionsredner feststellen, die im Verlauf des Untersuchungszeitraums zunehmend die Regierung kritisieren.

Abstract

Debates in parliament are meant to directly address the public sphere, but, mainly, their content is “transmitted” by the mass media in a significantly shortened form. Firstly, this raises the question which criteria the journalists rely on when they select the arguments of the debates for their news coverage. Secondly, the question arises if the parliament speakers more and more focus on strategies that potentially lead to a high presence in the news media. This study aims to answer both questions with a content analysis of the “Generaldebatten” at the German Bundestag in the years 2000 till 2010 and the coverage about the debates in nine print and online news media. The findings show that journalists disproportionately select messages containing established news factors. In contrast, persuasive strategies nearly have no effect. An adaptation of their communication behaviour to media logic is especially observed for the speakers of the opposition, which are increasingly criticizing the government.
