Zusammenfassung

Hintergrund

Ernährungsbedingte Adipositas in Deutschland führt zu hohen Kosten in der Gesellschaft. Wichtige Ursachen sind das auf Kinder gerichtete Nahrungsmittelmarketing sowie eine Preisstruktur, die ungesunde Konsummuster und Ernährungsweisen begünstigt.

Ziel der Arbeit

Es wird dargelegt, dass ungesunde Ernährungsweisen und damit auch Adipositas durch ein Kindermarketingverbot für Lebensmittel und eine Veränderung der Steuerstruktur wirksam vermindert werden können.

Material und Methoden

Auf Basis der wichtigsten Befunde zum Thema Werbeverbote und Steuern auf ungesunde Lebensmittel wird ein Gesetzesvorschlag formuliert, der lückenlos alle adipogenen Lebensmittel erfasst. Ebenso werden die steuerlichen Auswirkungen berechnet.

Ergebnisse

Es ist möglich, konkrete Gesetzesvorschläge zu implementieren, die das Problem ungesunder Ernährungsweisen und der Adipositas vermindern. Als Steuermehreinnahmen ergäben sich 12,2 Mrd € aus der Besteuerung adipogener Lebensmittel.

Diskussion

Unser Wirksamkeitsbeleg ist qualitativer Natur, aber zählt sicherlich zu den vielversprechendsten Lösungswegen bei der Bewältigung des Adipositasproblems in Deutschland.

Abstract

Background

Obesity due to the consumption of non-basic food causes higher burden and cost of disease for patients, families and society. The reason for this development is unhealthy food advertising aimed at children and food prices that encourage the pursuit of unhealthy eating habits.

Objectives

There is rich evidence in the public health literature that a ban of food advertising to children as well as a tax restructuring that makes foods high in fat, sugar and salt more expensive is an effective combination in reducing unhealthy eating habits and thus obesity.

Materials and methods

Based on the main findings on the subject of advertising bans and taxes on unhealthy foods, a legislative proposal is formulated, which includes all obesogenic foods. We also calculate the decline in demand and rise in tax revenues resulting from this proposal.

Results

If executed these instruments would likely reduce the problem of unhealthy eating habits and thus obesity as well as the cost and burden of disease associated with it. The fiscal effects from the tax restructuring amount to 12.2 billion €.

Conclusion

Although qualitative in nature, our law proposals indicate the promising potential of a cost-effective solution to the obesity problem in Germany.
