Fostering Environmental Integration in Public Aid: Influence of Interactions Between Environmental NGOs and Aid Donors

Abstract

In order to ensure sustainable development, aid donors need to improve the environmental effectiveness of their whole activity. This improvement seems to be influenced by their interactions with environmental NGOs (ENGOs). Faced with a diversity of interactions between these two kinds of actors, a strategic typology is proposed here to describe this multiplicity and, by doing so, to consider their environmental impact. Four relational postures have been identified: (i) external advocacy and (ii) the cooperation–criticism focus on the antagonistic link that exists between environment and development; (iii) environmental collaboration, and (iv) service provision, which focus on synergies that can exist between environment protection and development issues. Win–win solutions need to be continuously sought and enhanced. However, ENGOs and donors are called to recognize the necessity of maintaining a critical position in actors’ interactions vis-à-vis the implementation of development activities that are detrimental for the environment.

Résumé

Pour assurer le développement durable, les donateurs doivent accroître le rendement écologique intégral de leurs activités. Cette amélioration semble influencée par leurs interactions avec les ONG environnementales. Face à la diversité des interactions entre ces deux types d’intervenants, une typologie stratégique est ici proposée pour décrire cette multiplicité et, ce faisant, considérer leur impact environnemental. Quatre positions relationnelles ont été identifiées : (i) la défense des droits et intérêts externes et (ii) une critique, axée sur la coopération, du lien antagoniste qui existe entre l’environnement et le développement; (iii) la collaboration environnementale et (iv) la prestation de services, qui se concentre sur les synergies pouvant exister entre la protection de l’environnement et les enjeux du développement. Il est essentiel de rechercher des solutions gagnantes à continuellement mettre en œuvre et améliorer. Les ONG environnementales et donateurs doivent toutefois reconnaître la nécessité de préserver une position critique dans leurs interactions avec d’autres intervenants, et ce, dans le contexte de mise en œuvre d’activités de développement nuisibles à l’environnement.

Zusammenfassung

Zur Gewährleistung einer nachhaltigen Entwicklung müssen Hilfegeber die ökologische Effektivität ihrer gesamten Aktivität verbessern. Diese Verbesserung scheint von ihren Interaktionen mit nicht-staatlichen Umweltorganisationen beeinflusst zu werden. Aufgrund der diversen Interaktionen zwischen diesen beiden Akteuren wird hier eine strategische Typologie vorgeschlagen, um diese Vielfältigkeit zu beschreiben und so ihre Auswirkungen auf die Umwelt zu berücksichtigen. Es wurden vier relationale Haltungen identifiziert: (i) externe Interessenvertretung und (ii) die Konzentration von Kooperation und Kritik auf die antagonistische Verbindung zwischen Umwelt und Entwicklung; (iii) ökologische Zusammenarbeit und (iv) Leistungsbereitstellung, die sich auf Synergien konzentrieren, die unter Umständen zwischen Umweltschutz und Entwicklung bestehen. Es müssten stets für alle Seiten gewinnbringende Lösungen angestrebt und gefördert werden. Allerdings werden nicht-staatliche Umweltorganisationen und Spender dazu aufgerufen, die Notwendigkeit einer kritischen Haltung bei den Interaktionen der Akteure gegenüber der Umsetzung von umweltschädlichen Entwicklungsaktivitäten zu erkennen.

Resumen

Con el fin de garantizar el desarrollo sostenible, los donantes de ayuda necesitan mejorar la efectividad medio ambiental de toda su actividad. Esta mejora parece verse influenciada por sus interacciones con ONG medio ambientales (ENGO, por sus siglas en inglés). Frente a una diversidad de interacciones entre estos dos tipos de actores, se propone una tipología estratégica para describir esta multiplicidad y, al hacerlo así, considerar su impacto medio ambiental. Se han identificado cuatro posturas relacionales: (i) la defensa externa y (ii) el foco cooperación-crítica sobre el vínculo antagónico que existe entre medio ambiente y desarrollo; (iii) la colaboración medio ambiental y (iv) la provisión de servicios, que se centran en sinergias que pueden existir entre cuestiones de protección medio ambiental y desarrollo. Es necesario buscar y mejorar de manera continua soluciones en las que todos ganen (win–win). Sin embargo, las ENGO y los donantes son llamados a reconocer la necesidad de mantener una posición crítica en las interacciones de los actores frente a la implementación de actividades de desarrollo que se consideran dañinas para el medio ambiente.

为了确保可持续发展, 援助捐赠人需要提高他们的整个活动的环境效用, 这种提高似乎受他们和非政府环境组织之间的互动的影响。面对这两类参与者之间多样的互动,本文提出了一个战略类型来描述这种多样性,而且通过这样来 考虑他们的环境影响。已经发现了四种关系:(1)外部宣传,(2)在环境和发展相互冲突环节上进行合作批评,(3)环境协作,(4)服务供应,重点放在环境保护和发展问题之间可以存在的协同效应上。我们需要不断寻找和增强双赢的解决方案,但是,呼吁非政府环境组织和捐赠人认识到有必要在参与者在实施对环境有害的发展活动的过程中的互动中持批评的态度。
