Abstract

 Technology assessment (TA) is – for several reasons – not detachable from ethical questions. The development of institutions and concepts for TA, especially in the USA and Western Europe, has been marked by an increasing tendency to focus evaluative and normative questions. In the following paper, we point out, in as far as the common notions of TA are implicitly normative, why reflection upon conceptual options of TA inevitably leads to ethical questions, and that the key question of participation necessarily comes up in the context of societal decisions made under conditions of risk or uncertainty. Arrangements of participatory and discoursive TA are referred to as possible applications of discourse ethics, but there are consequences to consider, which result from discourses in TA not being ideal discourses. Concepts and performance of TA arrangements on biotechnology and gene technology in different European countries are compared, analysing what similarities and differences can be found with respect to ethical clarification. Crucial questions of how to conceptualise participatory TA (pTA) and current topics in ethics of technology are shown to coincide. A proposal is presented of how these – theoretical normative and empirical descriptive – considerations can be used in a comprehensive conception for participatory and discoursive TA.

Zusammenfassung

 Technikfolgenabschätzung kann – aus einer Reihe von Gründen – nicht von ethischen Fragen abgelöst werden. Die Entwicklung sowohl der Institutionen als auch von Konzepten der Technikfolgenabschätzung, insbesondere in Westeuropa und in den USA, ist von einer wachsenden Tendenz gekennzeichnet, evaluative und normative Fragen in den Mittelpunkt zu stellen. – Im folgenden soll ausgeführt werden, inwiefern verbreitete Bestimmungen von TA implizit normativ sind, warum die Reflexion auf Konzeptionalisierungsoptionen von TA unausweichlich auf ethische Fragen führt und daß die Schlüsselfrage nach Partizipation notwendig im Kontext gesellschaftlicher Entscheidungen und Risiko bzw. Ungewißheit ins Spiel kommt. Partizipative und diskursive TA-Verfahren können als ein möglicher Anwendungsbereich der Diskursethik verstanden werden, wobei sich eine Reihe Modifikationen als nötig erweist, weil diskursive TA-Verfahren keine idealen Diskurse sind. TA-Konzepte und Verfahren zur Bio- bzw. Gentechnologie aus verschiedenen europäischen Ländern wurden verglichen, um zu ermitteln, welche Ähnlichkeiten und Unterschiede sich im Hinblick auf ethisch relevante Kriterien ermitteln lassen. Es kann gezeigt werden, dass entscheidende Fragen, wie pTA zu konzeptualisieren ist, mit aktuell in der Technikethik diskutierten Themen zusammenfallen. Am Ende der Ausführungen wird ein Vorschlag präsentiert, wie diese – theoretisch-normativen und empirisch-deskriptiven – Erwägungen in einem umfassenden Konzept für partizipative und diskursive Technikfolgenabschätzung fruchtbar gemacht werden können.

Résumé

 L'évaluation des conséquences technologiques ne peut être, pour plusieurs raisons, dissociée des questions éthiques. Le développement d'institutions et de concepts d'évaluation technologique (ET), en particulier aux États-Unis et en Europe occidentale, a été marqué par une tendance croissante à se centrer sur des questions d'évaluation et de normalisation. Le présent article se propose de décrire dans quelle mesure les notions usuelles d'ET sont implicitement normatives, pourquoi la réflexion sur les options conceptuelles de l'ET conduit inévitablement aux questions éthiques et le fait que la question clé de la participation surgit obligatoirement dans le contexte de décisions de société prises dans des situations de risque ou d'incertitude. Les procédés d'ET participatifs et discursifs peuvent être entendus comme des applications possibles d'une éthique de discours, mais il faut prendre en compte une série de conséquences du fait que les procédés discursifs d'ET ne sont pas des discours idéaux. Différents concepts et résultats de procédés d'ET relatifs aux technologies biologiques et génétiques ont été comparés dans plusieurs pays européens, dans le but d'analyser les ressemblances et les différences des critères d'appréciation éthique. On peut montrer que des questions décisives, telles que le mode de conceptualisation de l'ET participative et de thèmes actuels, coïncide avec l'éthique technologique. L'article se termine par une proposition visant à tirer parti de ces considérations, d'une part théoriques et normatives, d'autre part descriptives et empiriques, dans un concept élargi d'évaluation technologique participative et discursive.
