Demand for a ban on smoking in cars with children

Statement of the Child Protection Committee of the German Academy for Pediatrics and Adolescent Medicine (status 25 January 2016)

Zusammenfassung

Zahlreiche wissenschaftliche Studien belegen einen eindeutigen Zusammenhang zwischen der Passivrauchbelastung und schwerwiegenden gesundheitlichen Risiken von Kindern und Jugendlichen. Aus präventiver kinder- und jugendmedizinischer Sicht, aber auch unter dem Aspekt des Kinder- und Jugendschutzes sind vielfältige Maßnahmen zur Reduktion dieses Risikos dringend erforderlich. Als einfache, in diesem Bereich hocheffektive und schnell umzusetzende Maßnahme fordern die unterzeichnenden Fachgesellschaften der Kinder- und Jugendmedizin und des Kinderschutzes ein strafbewehrtes Rauchverbot, wenn Kinder und Jugendliche im Fahrzeug anwesend sind. Sie unterstützen damit die Forderung der Bundesdrogenbeauftragten Marlene Mortler, der Bundesärztekammer und des Deutschen Krebsforschungszentrums. Aufgrund der hohen Konzentration zahlreicher teils krebserzeugender Toxine ist Rauchen im Fahrzeug als Gefährdung des Kindeswohls und schwerwiegendes Risiko für die Gesundheit von Kindern anzusehen. Langfristig sind über das genannte Autorauchverbot hinausgehende Präventions- und Interventionsmaßnahmen zum Schutz von Kindern und Jugendlichen vor Passivrauchbelastung erforderlich.

Abstract

Many scientific studies have confirmed a clear association between exposure to secondhand smoke and severe health risks for children and adolescents. From the perspective of preventive pediatric and adolescent medicine and also under the aspect of child and youth protection, multiple measures are urgently necessary for reduction of this risk. A simple, highly effective and rapidly implementable measure demanded by the signing societies for pediatric and adolescent medicine and child protection, is to ban smoking and make it a punishable offence when children or adolescents are present in vehicles. These societies therefore support the the demands of the Federal Commissioner for Drugs Marlene Mortler, the German Medical Council and the German Cancer Research Center. Due to the high concentration of many, partly carcinogenic toxins, smoking in a vehicle must be considered a danger to childrens’ welfare and a severe risk to childrens’ health. In the long term in addition to a ban on smoking in vehicles when children are present, further preventive and interventional measures are necessary for protection of children and adolescents from exposure to passive smoking.
