Summary
In this note we consider linear statistical models with singular convariance-matrix. It is shown that the singularity of the covariance-matrix implies certain restrictions on the expectation value but it is moreover shown that these restrictions can be forgotten when computing best linear unbiased estimators of the expectation-value. These results are then applied to multivariate regressionmodels and the “Hochrechnung” of election results, i. e., the prediction of elections from partial results.
