Chester E. Finn., Jr. is John M. Olin Fellow at the Hudson Institute and president of the Thomas B. Fordham Foundation. From 1985 to 1988 he served as assistant U.S. secretary of education. He has also been professor of education and public policy at Vanderbilt University. This article is adapted from a speech that Dr. Finn delivered to a group of NAS members and friends last October at a retreat for deliberations on the curriculum.
