Between Market and Civic Governance Regimes: Civicness in the Governance of Social Services in Europe

Abstract

The paper proposes to discuss the issue of civicness in the governance of social services by analyzing policy changes relative to the regulation and governance of social services in Europe. The empirical analysis is structured around the concept of “governance regime.” The paper shows that modernization processes within the field of social services in Europe develop along two radically different regulative conceptions reflected into two different governance regimes: market-based or competitive governance vs civic-based or partnership governance. The governance of social services in Europe appears to take place within a mix between two ideal-typical governance regimes: the market-based and partnership-based governance regimes.

Résumé

L’article propose de discuter le problème du civisme dans la gouvernance des services sociaux en analysant les changements de politique relatifs à la réglementation et à la gouvernance des services sociaux en Europe. L’analyse empirique est structurée autour du concept de « régime de gouvernance. » L’article montre que les processus de modernisation dans le domaine des services sociaux en Europe développent deux conceptions régulatrices radicalement différentes qui se reflètent dans deux régimes de gouvernance différents : concept basé sur le marché ou gouvernance compétitive par opposition à concept basé sur le civique ou gouvernance de partenariat. La gouvernance des services sociaux en Europe semble prendre place dans un mix entre deux régimes de gouvernance typiquement idéalistes : les régimes de gouvernance de marché et de gouvernance de partenariat.

Zusammenfassung

Der Artikel hat das Ziel, die Frage von civicness in der Governance von sozialen Diensten zu diskutieren, indem Änderungen in der Politik bezüglich Regulierung und Governance von sozialen Diensten in Europa analysiert werden. Die empirische Analyse ist um das Konzept von “governance regime” herum strukturiert. Der Artikel zeigt, dass Modernisierungsprozesse innerhalb des Feldes der sozialen Dienste in Europa sich entlang zwei radikal unterschiedlicher regulativer Konzeptionen bewegen und sich in zwei unterschiedlichen Governance-Regimen widerspiegeln: markt-basierende oder auf Wettbewerb beruhende Governance im Vergleich zu bürger-basierender oder auf Partnerschaft beruhender Governance. Die Governance von sozialen Diensten in Europa scheint sich in einer Mischung von zwei idealtypischen Governance-Regimen zu vollziehen: dem markt-basierenden Governance-Regime und dem auf Partnerschaft beruhendem.

Resumen

En este trabajo nos proponemos analizar la cuestión de la civilidad en el gobierno de los servicios sociales, examinando los cambios políticos en materia de normativa y de la gestión de los servicios sociales de Europa. El análisis empírico se estructura en torno al concepto de «régimen de gobierno». El trabajo demuestra que los procesos de modernización dentro del campo de los servicios sociales de Europa se desarrollan en torno a dos concepciones normativas radicalmente distintas y reflejadas en dos regímenes de gobierno distintos: un gobierno competitivo o basado en el mercado frente a un gobierno de asociación basado en la civilidad. El gobierno de los servicios sociales en Europa parece basarse en una mezcla entre los dos regímenes más típicos: el que se basa en el mercado y el que se basa en la asociación.

本文对欧洲公共服务的监管和治理政策的变化进行了分析,以此探讨公共服务治理中公民精神的问题。这种经验分析是围绕“治理体制”这一概念展开的。本文表明,欧洲公共服务领域的现代化进程始终伴随着两种截然不同的监管理念,它们又属于两种不同的治理体制:市场化治理(竞争性治理)和公民化治理(合作治理)。欧洲对公共服务的治理似乎是两种理想化典型治理体制——市场化治理体制和合作治理体制——的混合体。

ملخص

: يقترح هذا البحث مناقشة قضية التمدن في إدارة الخدمات الإجتماعية من خلال تحليل التغيرات في السياسات بالنسبة لتنظيم وإدارة الخدمات الاجتماعية في أوروبا. فإن التحليل التجريبي يتمحور حول مفهوم “نظام الحكم”. يبين البحث أن عمليات التحديث داخل مجال الخدمات الاجتماعية في أوروبا تطور إلى جانب إثنين من مفاهيم تنظيمية مختلفة جذرياً تنعكس في نظامين إدارة مختلفين: قائم على السوق أو إدارة تنافسية مقابل حكم قائم على المدنية أو الشراكة. يبدو أن إدارة الخدمات الاجتماعية في أوروبا يتم في إطار مزيج مثالي بين اثنين من نظم الحكم المثالي النموذجي: نظم حكم قائم على المدنية أو الشراكة.
