Promising Directions of Information Activities of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences

Abstract—

The directions of development and implementation of a new scientific and information policy of development of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences are considered. The main goal is to show the potential capabilities of the Institute as a multifunctional information center that widely uses modern information and telecommunication technologies and electronic information resources. Promising approaches to deeper information processing and multidimensional analysis of accumulated data, as well as the possibilities of creating relevant types of information products and services oriented to support decisions in scientific, technical, and industrial spheres and, indirectly, in the economy as a whole are shown.

Basic Factual Data on VINITI Informational Activities (as of 2021)

Literature on natural and technical sciences is collected by means of subscription and exchange of domestic and foreign editions. Today, the collection of the VINITI RAS numbers more than 2 million domestic and foreign primary sources (journals and books), deposited manuscripts, abstracts of theses, and other scientific literature (since 1990) and also a collection of editions on computer science (since 1970).

Based on the results of processing the incoming flow of documents, the Electronic Catalog (EC) of scientific and technical literature (STL) is formed at the Institute, which as of September 18, 2021, contains information about

9 055 375 articles,

276 802 books,

322 682 patent documents,

22 476 abstracts and dissertations,

48 421 deposited manuscripts,

6445 regulatory documents,

55 061 serial editions and

1 308 097 issues of serial editions, as well as information on

37 268 events and

40 741 organizations, in addition, on

12 302 539 individuals and

8322 SRSTI headings,

Total: over 23.6 million records.

Document flow processing and formation of the traditional AJ and electronic DB as well as review and analytical activities. Online access to the STL electronic catalog to users is provided at http://catalog.viniti.ru/.

The AJ annually presents more than 600 000 documents, among which more than 40% comes from Russia and the CIS countries. The AJ consists of 24 cumulated volumes, including 157 issues, each of which can be subscribed for separately, and 36 separate issues. In total, 193 issues of the AJ are published monthly on different branches of science and technology as well as on some interdisciplinary problems. Other publications of VINITI include scientific as well as scientific and technical journals and collections (five titles); information collections (three titles), review information (five titles); abstract collection; and newsletters.

Database support. The VINITI main abstract database includes 26 thematic fragments consisting of more than 190 sections with a total volume of about 1 million documents per year.

The electronic version of the VINITI Abstract Journal corresponds to the issues included in the consolidated volumes or to individual issues.

· classification systems (UDC, SRSTI, and classification bank);

· chemistry structural database. Number of records: 15 million properties of chemical compounds, 4 million chemical reactions, and more than 7 million chemical structures.

Publishing activity on computer science.

Monthly collection Scientific and Technical Information (two series, the first series is in Scopus, and the second series is in WoS) and the journal International Forum on Informatics.

Depositing of scientific articles. This activity is conducted in accordance with the normative documents of the Ministry of Education and Science. The total number of deposited manuscripts is about 50 000.
