Abstract

I am grateful to the Chairman and members of the organising committee of the Grotius Seminarium for asking me to participate at this Conference. I am sensible of my limitations particularly when I know that the other participants are professors and specialists who are specially qualified to deal with the various subjects which will be considered in detail in the several committees during the next three days. I would like to add that whatever views I may be expressing are my own. I do so in my personal capacity and not as Ambassador of India.
