Abstract
Cities governments can play an important role as climate actors. They are in a unique position that entitles them to conduct a broad range of possible climate actions. They can:

Facilitate emission avoidance by fostering change of consumption behavior of their citizens leading to displacement of carbon intensive products

Enable GHG emission reduction by the citizens in their jurisdiction;

Reduce the emission related to the infrastructures they build and operate.
The first category of climate action is the most transformative. Cities, through city action plan, are well-equipped to mobilize this potential by mainstreaming disruptive climate action into city development action.
This chapter describes key categories of mature climate change mitigation solutions related to finance and technology that can be readily deployed to support climate actions by cities.
Green bond is identified as an important enabler for climate action by city. However, for that instrument to be effective, it must be reformed to address identified barriers. A reformed green bond framework to support climate action by cities is described and its benefits discussed.
Digital technologies can facilitate both the development and the deployment of these climate mitigation actions by reducing cost and by streamlining processes.
